Mochi is usually made from “sweet rice” (also called Mochi rice and it’s not actually sweet by itself) cooked and pounded until it becomes a paste that is very sticky and smooth, then formed into cakes or blocks. WebRice flour insulates the wet dough from its container/surfaces. This is useful when proving, but a pain if you get it on the dough when kneading or moulding, as the dough won't fold in on itself. It's like working with really badly skinned dough.
